precautionary steps

I want to finish my basement, but I have been reading a lot about moisture. I haven't had any problems in the past, but I want to make sure I won't have any after I finished. I plan using a treated base board, but I don't know want to do about the floor. I would like to get carpeting, but I don't want it to mildew. Do I need a subfloor? What are so precautionary steps I should take so I don't have any problems in the future.

There are numerous products available for floors. You may want to see what's available at Home Depot.

By the way, I am assuming that you were talking about a W/T bottom plate for wall framing right?
