Question Basement specs from builder

I'm reading some of the specs for my house from our builder and looking at the section on Foundation/Basement: one of the items is "Dampproofing - Foundation walls below grade . Interior and exterior perimeter drain tile." What does this mean?

I'm trying to determine if I need to tear down the existing insulation they put up on the foundation walls and paint/coat the walls with some sort of waterproofing material. If I do need to do this, can someone recommend a product to use? Thanks.

I assume that you are doubting what they did on the home? Usually the insulation is placed over any damproofing that might had been done so tearing it off wouldn't be any fun at all! If it was done, you won't necessarily see it but usually it is an asphalt emulsion - black in color.
