barnicals on my walls

so i bought a 105 year old house in central wisconsin. its got cinderwalls with a painting over them of some pretty thick stuff. but alas nothing lasts for ever and this stuff needs to be cleaned and chisled off. im doing that now...but i have a few questions about it.

first what are those barncle looking things? its got some algae in it and fungus and...well my walls seem to be growing a bit. im gonna wash it a few times with chlorine. but what is it?

second...i wanna patch up some holes to make is smoother and more even...what should i use? is there some sort of readimade cement patch or do i just mix up a small batch of cement?

third...im gonna paint the floor and the walls with some dri lock...how long should last before this whole thing needs to be done again?

fyi...i know where my downspouts are a problem and will be fixed when i redo the siding next fall. so i know where the moisture came from...i just really wanna know what those damn barnicle stuff is

First, solve the moisture problem.

Barnacles with no ocean. I would check with the county extension service.
