Basement perimeter wall construction
I am planning on constructing my basement perimeter walls in the way that Doug (and others) recommend - 1" from block, 2x4 construction with W/T bottom plate.
Someone pointed out this website and their construction suggestion to me and I wanted to solicit thoughts and comments.
Does the double vapor barrier they seem to suggest have a potential to cause problems in the future?

I will use Minnesota as a guide for this. Please review the attached requirements for basements. This does not produce problems as you might think but Minnesota is a leader in these issues of which other agencies and States follow when vapor barriers are required.

***PLEASE NOTE THAT YOU MUST MAKE SMALL SLICES AT GRADE LEVEL ONLY FOR WEEPING IN THE POLY IF POLY IS PLACED AGAINST THE BLOCK - ATTACH THE POLY WITH STAPLES TO YOUR JOISTS/FOUNDATION SILL PLATE***
The article that you read is pretty accurate but no adhesive is necessary as I have indicated above.
