Basement Stair Question

I was hoping to opent he bottom part of my stairway up into the basenment. It is currently a floor to seiling wall that extends to the bottom landing which is two steps short of the floor. Upon inspection the wall which is about 3/4 of an inch away from the stair risers has osb board wedged between and nailed to the riser. Is their a purpose for this? Any help once again would be appreciated

jeffbarb,

They probably used this to nail to the stringers (pre-fab) method which is used and does meet code. This is nailed to the stringer ends and/or sides and then is lifted into position and the ply or OSB is then nailed into the floor joist. This was done to either hang the stair before cement was poured. As long as the stairs are properly supported, this could be removed.
