Damp Proofing Quarry Tiles

Hi could you help me please.
I have quarry tiles in my basement room. They are letting up some damp. the nextdoor neighbour has used bees wax and linseed oil on hers, but iLdont know if they would do the trick for me. Can I lay new tiles on top,? What else can I do to stop the damp?.

Reduce moisture levels within the home and use a fan. Problem is tiles are placed over a cold surface and this is allowing condensation to form. You cannot apply a sealer to this as it doesn't help. Cold to warm transferance is a problem if humidity levels are high.
Applying wax or oils is asking for trouble - easily causing slip and fall accidents.
