covering a dirt basement floor

My basement has a concrete floor with the exception of one small room which I think may have been a coal bin at one time.

The water table in our area is very high, and during wet times of the year the dirt floor in that room is always moist. This creates a musty odor that wafts through the entire house.

I'd like to eventually pour cement in that room; but for the time being, I'm thinking about lining the floor with plastic sheeting covered with gravel.

Is this feasable, and will it solve my odor problem? Or is there some other solution I should consider?

Any advice is greatly appreciated!

I think it's a good interim solution. I have a half finished basement with the other half as a crawl space. The crawl space side has a clear 6 mil plastic covering the dirt, with 2 or 3" of gravel on top.

I think it's a good permanent solution too.

Thanks for the help; looks like I'll have a weekend project in the near future.
