Basement Stairs

I'm installing new stairs in my basement and had a question. Have done all my measurements, and my calculations equaled 13 risers. Since this is the first time, all information states that I will have one less tread than risers. For example I'll have 12 treads and 13 risers. My question is, is that 13th riser the one that is attached to the header at the top of the stairs and not to the stringer? Thanks
