Turbine Vent vs Roof Vent

Is it true that using turbine vents and passive roof vents are in conflict, that you can't use a combination of them?
I currently have 4 roof vents and no soffit vents in my Ranch Style home, 2200 sqft.
I'm going to add soffit vents adequate to add 8-10 sq ft of venting.
Should I replace the roof vents, or can I just add turbine vents.

A little more detail please
Hi Ed... Just read your reply which perked up my curiosity ;o) Could you go into a bit more detail about the soffit vents and the fan ??
Not too knowledgeable in that area, and I am about to move into a 5000 Sq Ft home which could use some efficient and low price cooling to compliment the 2 hvac units that are in there when practicle !!

I would just install 4 turbines where the roof vents currently are, electricvents have been proven in DOE studies to use more power than they save when compared to a properly operationg passive system.
I would like to see any studies done that show how much $$ electric fans save that are NOT sponsered by the manufacturers.
