leaky basement

Hi- I'm finishing my basement and my village requires me to drywall under the staircase leading down to the basement. Before, it was just a stairway leading down with 2 x 4's framed underneath by the builder. If I drywall this area under the stairway soley to meet code (there will be no door, just an big drywalled empty area under the stairs with a large opening) and I use it for storage (empty boxes, personal items, etc.), am I required to run wire/conduit under there and put a light in? The area AROUND the newly drywalled understairwell will be lighted as that is where the furnace and utility box is. Thanks, Steve

Can holes be drilled through the bottom of floor trusses for the purpose of running wire? I have a situation where it would save my a lot of time (and energy) if I could. I have a wall built directly underneath which would help with support. Doing some searches it seems like code talks about notches that are allowed, but reading further says nothing can be done to engineered trusses, which I think I have. I have been trying to get ahold of inspec to confirm whether or not I can. I would appreciate any help.
