If you have a Building Permit, the question would had been answered already. Your area may have minimum requirements if finishing the lower level with regards to insulation.
Assuming that you don't have one, the issue of insulation is one that you should consider as good item to put in. R-11 would be sufficient (3 1/2"). It will help if the lower level is heated, even though your rim josit should already be insulated.
