3/4" Ply food firestop on top plate question

Reference Cabo 602.7 is all i have.
The hand drawing the lady gave me at the permit office looks like this is a piece of plywood that goes from the exterior wall (basement foundation walls) across any space and over the top plate of the wall i'm building as a firestop.
Is that the right assumption here?
Can anyone point me in the right direction?

Fire stops go the depth of your wall studs. From the outside wall inward to the face of the stud. For instance 2x4 studs will have a 3 1/2" firewall, and 2x6 stud wall will have a 5 1/2" fire wall. I may be wrong, but I don't think plywood is allowed. At least I have never seen it allowed. It is usually a 2x? piece, nailed between the studs. Good Luck

I'll have to call around and see if anyone knows. It says "Plywood firestop" and then referenes that CABO code.. searching around on google to see if i can find a match for better reference.

I live in lancaster PA.
From the drawing i have, it looks like they require a 3/4" firestop "cabo 602.7" from the foundation wall across the top plate of the stud wall. The picture shows this as being a wall that is 4" away from the foundation wall.
I guess my misunderstanding was if the wall is butted up against the wall directly, i was curious as to what the point of firestop would be since its just another piece of wood above the top plate
. I only have to 20" walls that face soil, so those will be 4" away as per the drawings i have, but the rest are common walls with neighboors and hence very dry and i don't have anything requiring me to build away from the foundation wall..
