Hanging stuff on basement wall

I am looking to hang a dartboard and a cue rack in my basement. The only walls available are the basement foundation walls. What would be the best method to hang objects in this scenario?

Well you can simply use a flexible glue (like silicon). There are several products in the market for that, and they hold just great.
(I even used it to hang small shelfs).

If I were to make a dart backboard 3' x 3' made of plywood, how can I fasten it to the foundation wall, and is this safe? It is a poured concrete foundation. If it is safe, what is the best method?

I dont think I would drill into the wall just to hang something there. You can hang both of them with wire down from the joist above or down from the sill plate there just on top of the cement. This way when you want to do something else take them down ED

If I hang it from the top, I am afraid I will get too much movement. I too am hesitant about drilling into the wall.

Ok get a piece of sheet metal tack it to the back bend it out at a 90o at the top and nail it to the joist. Are take 1/2 ply wood put it on the back of it at the top a 2X2 and screw that to the joist or sill plate.
