Framing Under Stairs

I have been unable to find any information regarding requirements for framing under basement stairs. I am creating a closet under the stairs and have heard that code requires it to be drywalled. My question is, Do I frame out a ceiling for the closet that follows the stairs up or do I attach the drywall directly to the bottom of the stairs.

Also, if I frame the ceiling, is it normal to use 2x4 flat or on edge?

Any info or additional help would be appreciated. If anyone has a pic of what they did that would probably help the most.

Needs to be 5/8 s/rock to meet code. The purpose of the rock is to protect framing in the event of fire. How you do it depends upon how the stairs are constructed.
