Question Refinishing a Basement

Hi, I have a 2 year old house and have decided to finish my basement. The basement has no leaking issues at all. We do have a dehumidifier down their to help with moisture...which is now great. We are planning on putting up some strapping then insulation then drywall. Do we need to put anything on the concrete as a sealer before the strapping/insulation?
If so, what would you recommend? Also, if you see issue with my "Plan" please let me know.

You should hang a V/B on the wall like a 4mil poly. Then build a wall out of 2X4 wood or steel studs. set on a P/T wood 2X4 bottom plate 1" out from the cement wall put R13 insulation in paper side to the room.Then cover with another V/B then the drywall or panel. You dont want to put are mount anything on or to the cement wall of the basement ED
