Cleaning Moldy Walls

I have a 56 yr old house with cinderblock bsmnt walls. I am in the process of updating the decor and when removing paneling and wainscoting, wouldn't you know it....the walls were wet and mold was well established. My questions. behind the finished portion of the walls the block had been painted with an attractive green paint which was obviously not of the waterproof variety. IN the unfinished part of the basement, the green paint had been painted over with a water proof paint, but in many areas has failed since the surface had not been prepared properly. I want to start from scratch and remove all the paint and get top quality sealing product and waterproof the walls before I refinish. ----I have seen numerous products that remove paint from wood, but is there an effective product that would help me get two layers of paint off of cinder block? ----Am I stuck renting a grinder of some sort? oh the dust! and the possibility of lead paint particles comes to mind.
