Sealing Basement walls

I have solid concrete walls in my basement of my house in the Chicago area. The house is a new construction, and the builder put a chemical water barrier on the external walls of the basement. Do I need to seal the interior walls or put up a vapor barrier between the insulation and the walls?

You can put Drylok or Thorseal on the wall to help . Are hang a 6 mil poly on the wall from the sill plate and then put up the stud wall 1" out with a P/T bottom plate. put a R 13 in the studs paper to the room side. We put a 4 mil poly over that also then the drywall .

Thanks for the response. Additional quick question, is it 100% necessary to seal the walls, does the additional expense to seal the walls provide a good return, since the external walls are sealed?
