Question Crawl Space Moisture and Mold

Recently purchased a home in N.E PENN. and have moisture all around the perimeter of inside crawl space. The moisture ranges from 6" to 4' into crawl space and i have black mold growing on the dirt and some white and brown mold on joist. I need to get the grading of the soil around the house redone. It is pretty much at the same level of crawl space foundation.
I want to put down a vapor barrier on the floor.
My many questions:

How do i clean up mold on dirt so i can put barrier down? Spray it with bleach?
Should the wood framing of house be touching the dirt flloor around the perimeter of C.S.?
Should I use white vinegar on the joist and not bleach?

Vapor Barrier:
Should i wait until the perimeter is totally dry before putting down barrier?
Should i hold it in place under the wood foundation walls with ferring strips? In some areas i have 2-3" of room between wood and crawl space dirt floor.

Crawl space 2" to 3" oh boy. No wood should touch the dirt. Go to http://aboutsavingheat.com/crawlspace.html

Kind of hard to get that Vapor barrier down and the walls insulated with that 2 or 3 inches of crawl space, I mention this because short of tunneling thru the ground it would be impossible to do this? I have the same problem and am looking for an easier fix because a mole I am not.

As for the mold regular automotive antifreeze is your friend.
