Removing Old Tiles From Basement Floor

Don't know if they are asbestos or vinyl but they are attached to the concrete - how do I best remove them to prepare the floor for something new/better?

We considered putting a new floor over them - but in some areas the tiles are already missing, so there is uneveness and there has been some moisture in the basement and I want to tear out all the old smelly stuff, not just cover it up. So - anybody else have a suggestion?

When you remove the tile, the adhesive may also contain asbestos.
First you will need to determine if this is a "true" cut back adhesive. A true "cut back", is made from asphaltic material, is not water sensitive, and will not soften when exposed to water.
Test a small section with hot water, if it softens and becomes easily scraped for removal, then thats what you use. If not, a removal media will be required.
