damp and musty feel to carpets

Hello, I built an inlaw apartment in an existing attached 3 car garage. I had a contractor pour a self leveling concrete floor over an existing concrete floor. I put down a 6 mil vapor barrior on top the new pour after two weeks of intense drying with fans. I then placed 2x4 sleepers and then 3/4 tongue and groove plywood for the new floor. After two years I feel a slight moisture and smell musty odor. Are there any suggestions as to how I may seal the plywood to prevent any futer mositure from getting to the carpets or do I have to take out the floor and seal the concrete

Basements are humid by nature of their below grade location and there is only so much you can do to control that. Try running a dehumidifier for a while before you rip up the floor, see if it helps.
