Basement Sealing/Insulation
HI!
We have cinder block walls that are painted. Should we use drylock on them before we frame? I understand that you should strip the paint first. Is this worth it?
Then, what kind of insulation should we use?
We have a dry basement. No visable water after one year of decent rain and snow (Minnesota).

Don't remove
As long as the original paint is well adhered there is no reason to remove it before applying a water/vaporproofing sealer such as DryLok.
You can use standard fiberglass insulation attached to framed walls.
Framed walls framed at least 2 inches or more from the foundation walls.
