Exclamation Lowering basement floor????

My house is about a 120 years old. We have the old stone and mortor walls. The ceiling hight is 5' 10". We want to lower the basement floor about 8". The walls are 21" thick and sit on dirt. Would it be possible to dig out about 7-8" width wise under the walls in 3-4' sections and place either cinder block or pour concrete with rebar to get the lowered effect on the inside. Or could I leave about 4 inches or so of the exisiting floor then dig down and pour concrete around the border? any help would be helpful.
Thanks

Wink

Id say check with code there for sure. In some with a footing under the wall you still have to stay out like 4 ft.
