Padding for carpet on concrete

I'm planning on having carpet bound into area rugs for the basement. The carpet will cut so that there is a 4" gap between the carpet and the walls. This will enable me to remove the carpet to air it out. The carpets will be placed on the concrete floor. The dealer recommends felt padding. Looking for advice on padding.

Felt padding is the way to go with carpet over concrete.

Felt padding

Felt is what the carpet store recommended. Just wanted confirmation. Thanks.
