Replace Collar Ties With Gussets?

My house was built in '22 and is "non-standard" construction for a very typical 20x20 two story cabin style home in Western PA. I'm interested in making the attic space useable- is has never had any access or ventilation (*yes*, completely sealed off!). While remodeling a closet, I decided to go through the ceiling to check it out:

I found standard rafter roof construction with lots of space, but the ceiling joists run perpendicular to the rafters. There are 2x4 collar ties about 3 feet down from the peak, connecting every other rafter pair. Can I replace these with gussets at the peak to make some headroom? There appear to be no "functional" rafter ties in place (ie: nothing in the lower 33% of attic space connecting rafters).

Besides converting the attic to living space, the other option is to just insulate, ventilate, put in access and use it for storage. I should mention that I'm aiming for maximizing resale value, as this is not my "final solution" for a house. Any input/advice would be much appreciated.

No I would not try and take the collar ties out there for sure . Yes they do a lot. Vent it real good Put a R 30 or better in it and just store stuff up there.
