crack in basement walls

i have a few cracks in my block walls. they are paper thin and haven't changed in over a year. no water issues at all. does settling cause this or is there a structural issue. i tend to believe it is settling. i am going to use the filler and then drylok over it before finishing the walls.
so to sum it up...how do you know wether it is settling or structural issue?

mikeymike, Welcome to the DIY Forums.
If nothing has changed for a year and there are no leaks, I would say it's just normal settling. Good luck with your project.
