Insulating Basements

I bought a house in July. The basement was Partially finished. The studs for the walls and electric lines are all ran but nothing else. I am looking to put up drywall. It is a cement poured walls and has plastic sheeting next to the wall behind the studs. My buddy had some insulation left from a previous remodel.
It is an R-13 value that is completely covered in plastic compared to just one side faced insulation. Will this work or should I use just one sided faced insulation. Thanks in advance.

Building Code

Your minimum R value for basement walls is established by your state building code.

In most "cold' climates that minimum is at least an R 20.

Check first with your local building code enforcement office before you proceed.
