Wet Basement Walls
My Basement Wall Has Concrete Blocks Covered By Tar Paper, Fibre Glass Inslation, Poly Vapour Barrier, And Drywall. Plenty Of Moisture On The Tar Paper Is Causing Wetness On The Insulation And A Lousy Smell. I Have Torn Off One 4x8 Sheet Of Drywall And Exposed The Tar Paper. It Has Now Dried Up.. Any Suggestions As To The Problem And/or Solutions?

It sounds like basement moisture is getting trapped between the tar paper
and the vapor barrier. I would ditch the tarpaper. When the finished walls
are framed-up, I would leave an air space of a few inches between the studs
and the block wall. Put the insul. in the studded wall, with vapor barrier
facing the drywall. It sounds like you have a lot of moisture in the basement,
I would recommend using one or more dehumidifiers down there.

You can take the tarpaper of and waterproof the whole wall with hidraulic cements (such as Sika Top 107). Any Hidraulic Cement mixture can do the job. Brush 2-3 layers on the walls, but the off all tar remains before.
