damp, crumbly basement walls

hi- i just bought house in rainy portland, OR. my basement walls leak a bit- not too much- and i'd like to seal the cracks, replaster and coat with a waterproof sealant. the main problem: the walls are crumbling away. when i try to clean them up with a wire brush, in order to appy the sealing products, the wall just keeps crumbling- especially around the window frames. question 1: how much crumble is ok? i mean, even with a strong wall, there is some amount of concrete that will come off with a brush. question 2: what materials should i use to rebuild around the window frames? question 3: how should i rebuild around the frames? the frames are wooden, and some parts thereof are rotten and need replacement. thanks--->

Take a look at the message below from Dianarosner and replies to it. It sounds as if your situation is similar.
