horizontal crack around peremiter of garden level basement

Hello,
I have a garden level apartment, the walls are covered with plaster over concrete block. The plaster is pushed out from the wall creating a hollow space between the concrete block and layer of plaster. This crack or moisture problem is at the ground level running around room.
My question is what can I do to fix? I was thinking about scraping flat and sealing with something then filling with drywall mud.
Any recomendations appreciated.

Horizontal cracks with a displacement usually signify a structural failure. The thing to do is have a professional look at it to determine if it is an active or inactive crack. It must have cracked fairly recently since the plaster is separated.

It doesn't make sense patching if it is active. The plaster could hide a lot of other problems including moisture.
