"Sounds like" someone put the 2X's in there for a walking surface to avoid plunging through your ceiling while accessing your attic. They also provide lateral support for your joists to keep them from swaying?????????
I would guess you are safe in cutting out the needed section.... but might wait till a real "pro" chimes in here......

Without a picture, making assumptions here would not be good. As thezster mentioned, it "might" be a way to provide a method of laying down plywood to use it for additional storage or for walking on.
It doesn't sound like these 2x6's are holding the ceiling joists up, right? Again, these questions don't help when we can't see it.
I would suggest seeking a professional local to inspect this before doing anything.

Thanks for the info guys. Since these boards are standing on their sides and are nailed onto the east and west floor joist...I don't think they are for walking on. Can they be to brace the north and south part of the roof from pressing in at the base?? I know this sounds crazy!! But..but??
I'm dieing to just cut it!

I can't really afford to hire an inspector, and then my taxes would go up. That's how it works in my county. The roof slants in on all four sides, no gable, and it's a duplex...so it's very wide, and the house faces the north, so the joist run the long way through the attic....running into a 2"X6" brace every so often.
