No space for soffit or gable end vents
We own a 200 year old story and a half cape to which dormers were added about 100 years ago; there is no soffit structure on the roof. The distance between the ceiling of the second story bedrooms and the roof ranges from a few inches to a maximum of 2-3 feet at the roof peak. It is not possible to access the attic area from the gable ends. There is a small amount of old insulation in the attic. Before we replaced the roof, there were two raised vent units on the roof that leaked due to the frequent high winds; we are near the ocean.
The problem is that we do not know how to ventilate the attic as there are no soffits and no space for gable end vents. Do you have any suggestions?

Wow...It's hard to visualize your house without space for gable OR soffit vents, but looks like roof mounted vents are your only resort.
To maximize ventilation, I would go with a continuous shingle-over ridgevent with roof mounted vents as close to the bottom of roofline as possible.
