Shower receptor over concrete slab in basement..

I need to install a new shower receptor over concrete slab in my basement. I set the base temporarily on top to check for level and it is not. As I stand on it, it will rock back and forth. Concrete base seems to be built up slightly around the rough in. I started chipping away at the concrete to try and level it but then realised that all feet need to be sitting directly on the concrete subfloor. Im wondering if I should stop w/the chipping away and just set the base in a mortar bed. Interested in what you all think... Thanks

Mortar bed definitely. Your'e trying to cut the legs off a 4 legged stool. They get shorter and shorter as you go. But in your case I don't think you will ever get the optimum setting by chipping the concrete. Make it as smooth as you can, but go with the bed. Good luck with the project!

Thinset would probably mold to the cavities better.
