basement insulation

1) Two of the rooms that I am framing are for storage and for the water heater/HVAC. Both of these rooms will reside on the outside wall and I am not planning on finishing the inside of these rooms. Should I install any kind of insulation or vapor barrier on the concrete walls or can I leave it as it?

2) Any tips on insulation and vapor barrier for a walk out basement wall that only has a concrete footing.

You could always glue up 3" solid foam on the walls, but remember, walls that are underground are geothermally stable, and the temperature will remain the same year round.
