Attic Insulation & Radiant Barrier

I had the power company come out and do their energy study. They said my attic insulation was equivalent to R-17. I am in Central FL and it seems the recommended is R-30. what should I add to get to this? I currently have blown in. can I add the Roll stuff from HD or Lowes over top?

Also would I benefit from adding Radiant Barrier to the rafters?

Yes put the roll stuff over what you have . No paper on it at all. On that R/B dont go there. it does work but the Gov test show in 5 years dust on it kills it.
