Kind of a dumb question, but I'm going to ask

I have a small flooding problem in my basement, by small I mean that the city I live in still hasn't separated the storm drains from the sewer drains, and whenever we get a heavy rain the water backs up in my basement from the drain access. So my dumb question is this, is it possible to put a cinder block wall about two courses high in the corner that has the drain access with enough clearance in case I ever have to get the drain snaked, paint the inside of it with some dry-lok, and place a sump pit inside the area and create an area to corral the water until the city gets their heads out of their behinds. Thanks for any advice

What airman said, waiting for gument to do what is needed may take a long time.
