Mold in basement

What's the best way to remove mold from a basement wall? The wall is poured concrete & has been painted.

Also: powdery, white residue from floor cracks (leaching?) How do I remedy and repair.

Wet area with 10 parts water to 1 part bleach. Let sit about 10 minutes then wipe with a rag. The white effervescence will keep coming back unless you can fix the moisture problem.

I think the moisture may be getting in this way: I had a concrete sidewalk installed along the exterior wall where I have the problem with the mold. The sidewalk is snug to the wall. Between the sidewalk and the basement wall, they put in an expansion joint.

Does it make any sense to remove this expansion joint material and fill with the pliable stuff they use around pools to allow for expansion and contraction due to freeze/thaw cycles?
