Question Cold room finishing...


I have a cold room under the rear porch, 4 walls ceiling and floor in cement.
It was insulated with styrofaom and covered with plywood, this was all roten and full of mold.

I stripped all the walls, floor and ceiling, cleaned and desinfected it.

I have 2 4 in. vent, I will duck it so one goes close to the floor for a beter ventilation (recommended by a specialist...)

My question
Can I paint the inside ciment walls ans floor?

Do I need to completely close the vents during summer or winter.

I live in Onrtario East

You can paint it with drylock or somethingh similar if you think it might help with the dampness.

What are your intentions for the room? Cold storage, root cellar, etc? There may be other options, but the Drylock or Damtite are good interior moisture inhibitors.
