Finishing our cold room

Hi!
We're finishing our cold room and we're wondering if we need a vapor-barrier. We've had mold problems before. The cold room is in the basement under the front porch and the walls and ceiling are all concrete. There are 2 air intakes that we plugged with foam to prevent the moisture. Should we fix the air intakes for the cold room? Should we apply a vapor/moisture barrier?

If this room is below ground I would not add a VB. If you do you will end up with more mold. Was the mold from the vents or from the walls?

Yes, the cold room is below ground level and we completely sealed the two air intakes to the cold room. Because we definitely want to finish the cold room for a wine cellar, should we open up the air intakes and put a VB on the walls to be able to finish the walls? Since then, we've installed a dehumidifyer in the basement close to the cold room and this stopped the mold problem

Wall will need to breath so use no VB. VB could make more moisture. Keep vents closed.
