basement cold storage

Hi,
My Wife and I purchased this bungalow in the spring and later found out there was a musty smell coming from the cold storage room an upon further investigation discovered there were no vents to the outside. I contacted a couple of foundation contractors to have vents installed but one contractor said it could not be done because the foundation ( cement block ) was to close to ground level . The second contractor said it could be done but would have to done on somewhat of an angle/ kind of tricky I think . I'am kind of hesitant to move forward on this but on the other hand need to get rid of this smell , it's driving us crazy, any advise would be greatly appreciated .
Desperate.

I'd start with a good dehumidier. if that doesn't make a difference I'd think about ventalation. It's possible you could put in vents with window wells around them. but first things first. Try a dehumidifier. maybe a fan.

Can't keep rh down with vents go with the dehumidifier.
