Framing a basement wall parrell to floor joists

Framing a basement wall parrell to floor joists

I am trying to frame up a wall that runs parrell to the above floor joists. My problem is that the first joist is approx. 8" off the concrete wall. This gives me nothing to nail the top plate to. If I move the framed wall out to meet the joist, then I have a pretty big gap between the framed wall and the cement basement wall.

How do I overcome this obsticle?

Framing

Nail blocking between the joists with flat side up/down and flush with bottom of joists. Fasten the top of the wall to the blocking.
