Why would you think you need to sand them? Do they have efforesence? If so that can usually be removed with a wire brush.
If there is any mortar splatter on the block, it would look nicer if you scrape it off first.

Thoroseal can do a better job, but is sloppier to apply and is more work. The good side is that you can usually use other finishes over it since is cement-based (and not a "paint") and it becomes part of the wall.
Another good thing is that is can be applied over damp walls and the instuctions recommend misting/spraying the wall in advance for best performance.
