Moisture Resistant Pad for basement?

Hello,

I heard from a few floor places that they carry a moisture/mildew resistent floor pad used for basements. Does anyone know/heard about this? .Does anyone have? Is this sufficent if this was put down first and then either a berber carpet, indoor/outdoor carpet on top? The concrete floor is 'dry', I did test with plastic taped, etc. The humidity levels now are at 40%.

Any information would be appreciated.

Never use a pad under carpet in a basement! Lay carpet on top of concrete. Only glue the seams.
