I have a 3 yrs old house w/poured foundation walls. At the seams, I have a few seepage water marks. Looking closer, there are hairline cracks in the seams. I have a sump which is running every minute due to the heavy rains with an exterior drain tile system, all gutters and the sump discharge have been extended 10', & well covers on my windows. I asked my builder whats on the exterior walls and basically he said that according to code, just the pink rigid board all the way down to the footers. He did not apply any 'black' watersealer as its" a waste of money". So at this point, Im not digging around my exterior to do the job right (ie rubber application). I will have a landscaper come out and do a better job at regrading (Im going to try to do 1" drop for every 1' for the first 5'). Additionally, I will have them do a trench 4' from foundation ,2' down, 4" perf. pipe filled with 1" washed gravel. So what should I do about the walls themselves when I go to sell my house in a few years - Thoroseal or Drylock? I do have efflorescense 'band' about 1' up from floor. IS this something a beginner home doer can do? I live in SE WI w/a high water table. thanks for any help.

To day I saw little water in my Crawl Space, right now it is raining here. but surprizingly the wall are were not wet then how come the water came there ? I have attached some pics for your review. Please help me figure this out and may be possible solution. here are the pics.
