Concrete dust in basement

I recently bought a house that was built in 2004. The basement is about 1500 sq ft. and is unfinished. The basement floor is concrete and is extremely dusty. If I wash the floors will the concrete dust go away or will it just come back again right away? If it will come right back again, do I have to seal the floor if I want to leave the concrete exposed? Do I have to seal the floor if I want to carpet the basement?

The floor should have been sealed when it was built. I would clean it up and seal if it has not been done.

Yes, seal it if it will remain exposed. No, you don't have to seal it to install carpet. Yes, it will be dusty for quite a while if unsealed.

Airman.1994 Has it nailed here. My concern as a contractor is whats wrong with the concrete to begin with. It should not be dusting at all, its concrete. Remember they say 90% of the dirt in a house is our skin scales. Not sure i believe that at all but my point is Crete is a rock so to speak and how does that make dust in a closed environment??

PS. the reason to seal the floor is so the padding/rug doesn't suck up moisture due to capillary action
