Concrete Basement walls - to seal or not to seal!

Hi!

As stated in the subject, I have concrete basement walls - they have never been painted and do not appear to have any mildew.

I would like to know what the correct process for painting them - a special water sealer 1st? Then what kind of paint? Also - what would be the best temperature ( room temperature?) Where I live, the climate is very, very cold in the winter - would I be better to wait for spring when it warms up?

You do not indicate that you have a problem. Therefore, I'd recommend you do not solve a problem that does not exist.
