french drain?

french drain?

My basement flooded a few weeks back- In fixing what needs to be fixed- i have this 1.5 inch canal surrounding entire basement floor (would this be considered a french drain?)- Anyway- most of the canal is dry most of the time- the closer you get to my sump- there looks to be some sort of fabric material stuffed in there- My guess is- its to prevent the dirt/mud from seeping in with water?? Is this something I need to remove/replace etc? I've included a pic

I have never seen anything put into the drain channels intentionally. Is your house older? I'm wondering if that's just years of accumulated lint & dust clogging the drain channel.

I don't see anything in your picture but I think Dane is probably right.
