Foundation/Basement walls have white paint flaking off and irregular surface.
It's making it difficult to apply the pinkboard foam insulation I bought to insulate the basement walls. I started trying to scrape the white flakes of paint off but it would take a lifetime to get all of that off. And worse, sometimes the morter is coming out with the paint.
Any suggestions what I should do?

What kind of expense am I looking at to have that done? The excavation is the big part right?

Excavation is not cheap but you never know what it will reveal which might cost more.
I like to start with gutters, long downspouts directing the water away from the house and grading doing the same.

Walk around the house. Look for hairline cracks that start above grade & go below. Also, notice the pitch of the land & notice the gutters & downspouts, as mitch said. Correct the pitch & gutters first. Then check the inside walls again. No matter what, they need to be scraped first. All lose particles need to be removed

The grading slopes away from the foundation. My downspouts appear to be clear and empty quite a ways away from the foundation. I've got what appears to be some flashing sticking out which appears to effect the gutters' ability to capture rain. I'm not sure what to do about that. My roof will need replacing in 5 years or so. The gutters can go with it.

How are the windows in the basement? If you can't find the source of the moisture, you'll be scraping forever not to mention that it will affect your insulation.

So, we still don't know why there is moisture. No cracks, everything looks good outside, except for one gutter & the windows are new.
It would be good to answer the moisture question before you continue. If that's not possible, I don't know what to tell you.

I don't have any major problems as far as water goes. Just some seepage and only during big rainstorms. I think clearing my gutters out has helped as I haven't had any problems since then. Perhaps I should have some gutter toppers put on to keep them from getting clogged?

Heavily stained cinder block basement walls
Now that we cleaned all gutters and installed a new french drain system we ran out of money, sorta.
The cinder block walls are stained and reading various posts I see that scraping is a must. How about removing the stains? I need to find an easy way to paint the blocks to cover the stains and make the basement walls acceptable looking. What type of paint you recommend?
