How do I insulate a crawlspace with concrete floor

I have a 4 foot crawlspace with a cement floor under my family room in our house in Toronto, Canada. The family room is difficult to heat. I was wondering what the best way to solve the problem:
1) insulate the ceiling of the crawl space with R28 insulation
2) insulate the walls of the crawl space (what R value?)
3) open some of the existing heating vents in the crawl space and heat the crawl space
4) apply a sealant to the walls of the crawl space

Or should I do a combination of the above.
