basement wall flacking
Seems like my cinderblock (concrete?) basement walls have their paint and surface flaking away from water buildup behind the walls. What is the proper way to stop this. What do I need to do to waterproof these walls? I've used a Dap(?) paint sealant product in the past but it doesn't seem to help. I remember it being a very thick paint and hard on the wrist to apply. Any suggestions?

Waterproofing starts on the outside by moving water away from the walls with grading, gutters and downspout extensions.
Products applied to the wall to try to stop the water after it's 90% of the way through will not resolve the issue.

What he said. 90% of all basement water problems can be solved or greatly reduced by having gutters and downspouts that get water at least 6' away from the foundation walls, and grading that does the same thing. The last 10% is often due to springs or a high water table, which has a very expensive solution.
Clean gutters and downspouts and make sure they are working. Downspouts often clog at the elbows. Add extensions to the downspouts to get water at least 6' out. Check grading around the foundation walls. It should slope away from the walls. Window wells are often offenders of basement water problems. Plastic covers usually help.

Thanks for your suggestions but I don't think they address my question as to repair/waterproofing basement walls. My gutters are perfect I can access almost all of them and I can even see most of them from my window (Dutch colonial house design) and know they are clean (and I do check them at least 2x a year). My downspouts pipes (corrugated black plastic pipes) do go way beyond my driveway and especially my backyard has a major slope away from the house (had a professional inspector check my house when first purchased and made such recommendations as to slope, etc). However, I do have very heavy clay soil that can retain water. That could add to the problem. Its mostly on the slab side of my house. My french drains and sump are dry.
