Heating finished basement

How should I heat my basement after it is finished? Do most people just add a few additional vents to the existing HVAC system to "steal" heated air from the main part of the house?

In my case I have two furnaces in the basement - one for the main floor, one for the upstairs. My thought was to add thermostatically-controlled vents into the basement from both systems so I can "steal" air from whichever one is running. Is this reasonable?

Should I also be adding cold-air returns in the basement?

A cold air return in the basement is required by code.

code depends on where you live

My house is 8 years old. We have a vent but no cold air return in the basement.

Certainly have a heating pro add a vent. The pro will know if you need a cold air return.

Other options include (but not limited to) baseboard heaters and ceiling panel heaters.

Sorry, I wasn't clear. The requirement for a cold air return does not apply to an unfinished basement. It only comes into play when you finish the basement. And yes, code varies by location, but I think this one is fairly common.
